Trying to setup a Telegram bot, sorted everything out, but have one error

If you are experienced with CMD, Ruby, NodeJS and Windows 10 then please help.

I've run the commands that are displayed to resolve the issue but they did not work.
I've downloaded Ubuntu as a subsystem for Windows and tried doing it through the Linux shell bash, still not working. Any ideas?
