I followed this tutorial (https://github.com/excide3/jumpstart), when I go into powershell and enter EDITOR=subl rails credentials:edit it comes up as a empty file. If I try and migrate the Database I with rake db:migrate I get "PG::ConnectionBad: fe_sendauth: no password supplied". How do I set credentials?

UPDATE!!! I have edited the database.yml file and still receiving "PG::ConnectionBad: fe_sendauth: no password supplied"
