How to create a progress bar with vertical lines between elements

I have been tasked with creating a progress bar. The bar has https://elecpay.in/tneb/ 3 steps. Each step is represented by a circle and between the 3 circles there should be a horizontal line and the name on the step above the circle. Circles and names are easy but how do I create the vertical line that goes between the 3 circles without disturbing the other content ? https://myip.kim/
