How do I get past rails server error

Hi, brand new to ROR. Running into error.
Background: Did install of both ruby and rails,
currently: ruby 2.5.1p57 (2018-03-29 revision 63029) [x64-mingw32] with rails 5.2.0
I installed initially on win7, and kept getting errors. I updated as much as possible, but still error.
Some feedback was it was WIn7 issue, so I bit bullet and updated to win10. I created a new demo rails app and also ported over an existing rails app. Both give the same errors.

Can some one give me some guidance on how to get past this. Keeping in mind, I am new to this.
