How do I create a forum where @ mentions would notify the person being tagged?

not sure in what detail you need some help, but I recently read this article about building a chat app with Action Cable and they add @-mentions at some point: https://www.learnenough.com/action-cable-tutorial#sec-at_mention_notifications
That's what I would use for the forum as well.
